What is Seva Sindhu?
Seva Sindhu (meaning ‘ocean of service’ in Kannada) is the Government of Karnataka’s integrated service delivery portal. Launched by the Department of Electronics, Information Technology, Biotechnology and Science & Technology (DEITBT), it provides a single online window for applying for government certificates, licences, and welfare schemes across dozens of departments.
The portal is accessible at sevasindhu.karnataka.gov.in. All services available through Seva Sindhu are either free or charged at official government rates only — there is no legitimate third-party fee for accessing or filing applications.

How to register on Seva Sindhu
Open the official website
Go to sevasindhu.karnataka.gov.in on a browser. Confirm the address carefully — it must end in .karnataka.gov.in. Any other address is unofficial. Look for the Karnataka government emblem (Gandaberunda) on the page.

On the home page, find the registration or sign-up option for new users.
Enter your mobile number and verify with OTP
Provide your active mobile number. An OTP will be sent. Enter it to verify. Your mobile number becomes your primary login credential.
Complete your profile
Enter your full name, date of birth, Aadhaar number (for identity linking), and other required details. Ensure your name matches your Aadhaar exactly to avoid application rejections.
Save your login credentials
Note your login mobile number and the password you set. You will need these every time you apply for a service.
How to apply for a service
Log in and search for your service
Log in with your registered mobile number and password. Use the search bar to find the service by name (for example, ‘income certificate’) or browse by department.
Read the requirements carefully
Each service page shows a list of required documents. Read this list before beginning to fill out the application. Having documents ready as scanned files (PDF or JPEG) will make the process faster.
Fill the application form
Enter your details accurately. Errors in name, date of birth, or address can cause delays or rejection. Cross-check every field against your Aadhaar and other documents before proceeding.
Upload documents
Upload scanned copies of the required documents. The portal specifies the accepted file format and maximum file size for each document. Scans should be clear and readable — blurred or incomplete scans are a common cause of application rejection.
Pay the fee (if applicable) and submit
Some services have a small official fee payable through the portal’s payment gateway. Others are free. Pay only through the portal’s built-in payment gateway. Note the application reference number or acknowledgement number after submission — this is used to track your application status.
Track your application
Use the ‘Track Application Status’ feature on the portal with your reference number to monitor progress. You may receive SMS updates on your registered mobile. Processing timelines vary by service — the portal displays an expected delivery time for each service.

While exact requirements vary by service and sub-category, the following documents are commonly needed. Keep digital scans of each ready:
- Aadhaar card (front and back) — primary identity and address proof
- Ration card — household and address proof
- SSLC or Class 10 certificate — age and name proof
- Passport-size photograph (JPEG, clear background)
- Caste certificate (where applicable, from a gazetted officer or previously issued certificate)
- Income proof (salary slip, IT return, or self-declaration affidavit)
- Bank passbook (first page, showing account number and IFSC) — required for welfare scheme applications

Common problems and how to solve them
Application rejected due to name mismatch
The most frequent cause of rejection is a discrepancy between the name on your Aadhaar and the name on other documents. If your name appears differently across documents (for example, ‘K Venkatesh’ versus ‘Venkatesh Kumar’), contact your local Nadakacheri office or the issuing department to clarify which name you should use, or update your Aadhaar name first.
OTP not received on mobile
Ensure your mobile number is active and has signal. Try the ‘Resend OTP’ option after sixty seconds. If your mobile number linked to Aadhaar is different from the one you are using, update it through a UIDAI enrolment centre or through myaadhaar.uidai.gov.in.
Document upload fails
Reduce the file size of your scan (most portals accept up to 1 MB per document). Use PDF or JPEG as specified. If the issue persists, try a different browser — Google Chrome is generally the most compatible with the Seva Sindhu portal.
Application status shows ‘Pending’ for a long time
Each service has a defined delivery timeline (displayed on the service page). If it has passed, contact the relevant department directly or visit the nearest Nadakacheri or Atalji Janasnehi Centre (common service centre). You can also contact the Seva Sindhu helpline.
Certificate downloaded but has errors
If the issued certificate contains an error in your name or date of birth, do not use it. File a correction request through the portal or visit the issuing office with supporting documents.
If you lack a home computer or comfortable internet access, Karnataka’s Atalji Janasnehi Kendras (common service centres) located in gram panchayat offices across the state provide assisted access to Seva Sindhu and other government portals at nominal cost. Visit your local panchayat office for directions to your nearest centre.
Protecting yourself from fake ‘agent’ websites
A significant number of private websites use names such as ‘Seva Sindhu Apply’, ‘Karnataka Certificate Online’, ‘Seva Sindhu Agent’, or similar variations to appear as if they are official or affiliated with the government. They charge ₹200–2,000 for services that are free or officially cost ₹20–50 on the real portal. Some harvest your Aadhaar, bank, and personal data.
The only legitimate Seva Sindhu portal is sevasindhu.karnataka.gov.in. Any website with a different domain name — even if it uses the words ‘seva sindhu’ — is unofficial. Never pay any agent website for government certificate applications.
- Check the URL carefully: it must end in .karnataka.gov.in or .gov.in for official government services.
- Government portals do not run paid advertisements on Google for individual service applications. If you found the site through an advertisement promising ‘quick certificates’, be sceptical.
- Do not share your Aadhaar number, OTP, or bank details with any private agent website.
- If you have been defrauded by a fake agent site, report it at cybercrime.gov.in and call 1930 if money was taken.

- Nadakacheri: nadakacheri.karnataka.gov.in — revenue department certificates, now largely integrated into Seva Sindhu but accessible independently.
- BBMP services (Bengaluru): bbmp.gov.in — property tax payment, trade licences, building plan approvals for Bruhat Bengaluru Mahanagara Palike areas.
